Several of the Primarchs were actually bigger than Big E himself. Most art depicts him to be roughly the same size as, if slightly smaller than, his son Horus. So somewhere in the 12-13 foot range. That said, the Emperor has the ability to change his appearance at will, so he could be as large or small as he wanted.

No I mean, at least up to Gen 4, when two pokemon are sent out "at the same time" one of them is second, and if they both have weather effects, the second one overrides the first. Are you saying that the speed of the pokemon determines which one leaves the ball first?
