The Gedo was used even though it was incomplete, it was rampaging using 7 tailed beasts inside of it, but Madara just said he'll have it complete in one day's time though. Remember the crow that Itachi put into Naruto? THAT was the genjutsu, naruto still sucks at it. Remember how Nagato used 6 pain bodies? well now Madara is using 6 pain bodies, 2 tail, 3 tail, 4 tail, 5 tail, 6 tail, and 7 tail. Jiraiya's body was unreachable at the bottom of the ocean.
