That's from Mugen, everyone is Super Sayian in that game, except for Rare Akuma and Chuck Norris. They don't need sayian blood to be epic.

yeah but saiyans aren't born with the power to become super saiyan..it took both goku and vegeta quite a while before they could, and they're much MUCH stronger than raditz.

To be fair, Goten and Trunks kinda did, kinda didn't. They didn't need to train as much to become SSJ's, and can use the form almost as if it were second nature.
