When you write Josuke in Kanji/Katakana the Suke part can also be pronounced as Jo, so that's where it comes from
He took his mother's name, he's actually (actual spoiler for the start of Part 4 i guess?)

But yeah as the other guy said, the kanji for "suke" can also be read as "Jo"

Everyone else did a decent job explaining it, so I'll just mention the ones you missed. There's also George and George II, and to explain those, that's because, in Japanese, George is written out as "joji" Then, there's Giorno Giovanna (Gio-Gio), Jolyne Joestar, Johnny Joestar, and another Josuke Higashikata (again, with the "suke" being able to be read as "jo"). There's also the adopted baby, Shizuka Joestar ("Shizuka", written as じょう, can also be read as Jo. Again, japanese language fuckery)
Remember that this is written in Japanese.
In Japan, surnames go first so it's: Ku
As the other guy said, the -suke in Josuke's name can be read as Jo in Japanese. Also, if Joseph knew that he had a son, he would be Josuke Joestar
You're forgetting about (chronologically) first Jojo:
seph, aka, Jesus fucking Christ!
助(suke) can also be read as "jo" because japanese is cool like that.
