Portal 2 - The Physics of Moving Portals
There are examples of moving portals in Portal 2, and the laws of what is and isn't "in motion" is never really explained in either game. Every surface on the planet is technically in motion, considering celestial movement.

My theory is that it's only acceleration, not velocity, that disrupts the portal. If a portal is moving at a constant rate, it can hold a portal. If a portal is placed on a surface that then accelerates in any direction, the portal will disappear. Makes sense to me.
