what i did with my snake is i got it when it was very young
i put a sweaty me smelling teeshirt in his enclosure
and i fed and pet it regularly
i made it clear that "i am your friend fuckboy i give you sunny rocks and mice"
also when i picked it up i let it slither onto my hand instead of grabbing it
and it coils itself up nicely
when i want to put him down
i put my hand down
if that doesnt work ill wiggle my fingers and he will go "fuckin just got comfortable shit man" and wriggle away
also i keep it away from my neck

Same way you train any animal.
Walk up to a completely wild dog and try to pet it, it will bite you, same deal with a snake, it's just that most people's interactions with dogs are domesticated ones and most people's experience with snakes is wild ones.
The wild animals bite you because they percieve you as a threat and at least won't take the risk of cuddling you. A domesticated animal will trust you not to be trying to kill it every time you give it snuggles.
As long as you keep it fed there's no reason for it to try and constrict you or anything, and even if it's starving it's unlikely to try it unless you're keeping anacondas as pets or some shit.
Not to mention that I don't think they'd wrap around your neck specifically anyway; all snakes prey on smaller animals than themselves, and constrict by wrapping around the prey's entire body, I don't think any type of snake has a "go for the neck" mentality.
