Actually, the reason why dollar amounts are listed as 99 or .99 is so that when the transactions are made, the cashier has to open up the register for change a lot more often, rather than just taking things for even dollar amounts. The system was designed to prevent cashiers from pocketing the cash because the register has to be opened.

Mind you it has flaws and isn't the most effective at preventing fraud, and I'm not fully sure of how it works, but that's why it came to being.

Oh and it's also so the customer gets guaranteed a receipt, change and makes it easier for customers and managers both to keep track of transactions.
