That is not he catch rate, although the wiki you linked doesn't say what the hell the "shake probability is or what any of these numbers apart from a mean.
Looks like complexity for the sake of complexity to me.
But what the hell, it's not like you have to solve it when you play the game and it's certainly better than overly simplistic stuff.

The number 13 could be represented as 1101. If you shifted the bits one to the left it would become 11010 which is 16+8+2 which is 26. It takes .5 clock cycles to do that instead of normal multiplication which would take 2ish? I know its at least 4 times slower. Either way, in this case its not really that important because it looks like the function only runs once per catch, but if you are designing a function for something like bullet drop or AI movement which runs every frame or even more often than that, that clock cycle and a half can prevent you from getting choppiness.
Im not sure how long it takes to declare a new int (or short or char in this case) in clock cycles but its probably quick. In either case - Yes, this is needlessly complex and it was probably shown here by someone trying to make it look smarter than it is, but there is an actual use for using powers of 2 instead of multiplying by 2 each time.
TLDR: - Its kinda useless in this case, but 2^2 is faster than 2*2, in some cases that can speed the game up.

Its all based on your compiler and your commands. It will do the same thing, but the computer will take the instructions of "Move this bit to the left" faster than "Multiply this by two" because that calls a function that calls the bit movement. Machines can do a lot but only what you tell them to
