 Fantastic has always made me question the state of things in the NCR. He managed to slip through and get assigned as head technician at HELIOS, a front line installation vital to the war effort, despite being utterly unqualified... was this just a fluke? Does he have friends higher up? Or is NCR really just doing so badly they either didn't know or didn't care he was so unqualified? #48 -

They probably felt that they didn't really need a source of solar power since they had the dam. Also, they may have just been trying to get rid of Fantastic, if he was somewhere else beforehand, annoying his superiors. #7 -
tasomo (12/19/2015) [-] I looked at it as NCR infantry took the installation from the Brotherhood and they know they BoS are nuts about tech. So since the NCR troops who captured it had no idea what was going on they wouldn't know what actually qualifies someone to work on it. Less of him slipping through the cracks and more of him just being good at bullshitting the technically ignorant. #11 -
