Medical and recreational are two completely different beasts. In a system using medical marijuana you can't get it without a doctor's recommendation and those can only be given on the basis on a certain list of qualifying conditions. Each state has their own and some have looser requirements then others. For example in California you can simply complain of depression, insomnia, or non-specific body pain. To contrast there are only 8 or so conditions that qualify you for medical marijuana in New York. Pretty much all of them are extremely serious things like Cancer or Cystic Fibrosis. In recreational legal states you don't need anyone telling you why you need weed. You just buy it like you would beer.
