okay get ready for some Moffat grade mental games. the Silence is a religious order that is followed throughout the universe by many different species, their main goal is to kill The Doctor to stop the final question from being asked at which point silence will fall (not sure if this is talking about the end of the universe, the end of the religious order or the end of the species). the religious order of the Silence was formed by the species known as the silence (known from now on as silents to avoid confusion). every member of their species is a high level member of the Silence and therefore outranks all other species. in summary all Silents are part of the Silence but not all members of the Silence are Silents....... understand?
