The personalities of dogs are** not** determined by people's reactions to their actions.
Dogs don't give a fuck about tact, and empathy. They're dogs.

Small dogs must fight and be aggressive to survive, it's from the wild, so it carried into domestication.
Big dogs don't growl and have to "show their stuff" all the time. Their size speaks for them . Im afraid you haven't been around a good variety of dogs if you don't notice this as blatantly obvious. Big dogs are chill, little dogs are nippy. Its just the way it is. If you disagree, you must be under rare circumstances, or haven't enough dog experience.

Personalities are determined by breed and upbringing.
How the dog acts in public is dependent on the owner. Larger dog owners are more pressed to have their dogs trained in at least basic obedience. Small dog owners aren't.
And have you never met a Chow, Pit Bull, Boxer or Rotty when they're with their family? And they don't know you? If they don't growl, they still square up.
As a professional canine trainer for almost 3 years now and having raised and trained my own dogs, I've had plenty of experience.
You on the other hand seem to be mistaken about a few things.
I honestly do not have a long history with wild canines outside wolves and coyotes, I had a feeling that "small wild dogs" aren't really a thing, and I do know enough about current dogs to know that smaller "fashion" breeds were bred to be small. They didn't catch the smallest wolves they could, they used existing domesticated animals. But after I looked up a few different breeds of wild canines, I've found that most, with the possible exception of the South American Bush Dog, get by from living in packs, not being overly aggressive to anything that moves. And with the exception of again the Bush Dog and the fox breeds, most wild canines range from 20-55 pounds, with wolves (Canis Lupus) ranging from 30 pounds (Dingo, Canis Lupus Dingo) to a whopping 135 pounds (Northern Rocky Mountains Wolf, Canis Lupus Irremotus).
