You can always try hatching as it tends to give you pokemon that are not common in your location. I get a rather large amount of rock, ground, and fighting which are not native to my area.

Honestly your best bet is to probably go after a Polywrath or Gyarados depending on location. I know that Polywrath should have a very high liklihood of giving you at least one non water move. Magikarps can spawn in droves around rivers and lakes, Gyarados can* be easy to farm if you are in a decent area. Gyarados should likely have a water and dragon move at least, but I cannot confirm since I have yet to get one.

If all else fails just go for pokemon with higher CP levels as CP seems to be more important than type effectiveness.

I like my Seaking, coincidentally. Since its a water type, it takes less damage vs Vaporeon but has Flying/Normal attacks.

Right now stab and super/not very effective means pretty little so we're really reliant of the relative power of their moves as a consequence pokemon with water gun are very imbalanced.

Simply put; no there isn't really a counter because the game isn't balanced enough to be very competitive I hope they fix it soon; I really love the game. . Venusaur, Snorlax, or another Vaporeon are your best bet.

Good question, most pokemon who would counter it are difficult to comeby. Vaporeon seems to have the highest CP multiplier by evolution of the eevees, so Jolteon is out. You might need something like an Electabuzz (dont know about how high its CP is or if it could compete). You might need a 3 tier grass evolution to compete with an (or an Exeggutor).

Having something that is super effective is not necessary, as long as it isnt not very effective, you can beat out pokemon with similar/lower CP by brute force. The pokemon that I would recommend if you wanted to have a type advantage would be Victreebel, Vileplume, Venusaur.

Now if you wanted to go NEXT LEVEL, you could get something like Polywrath (that has access to non-water moves and has a water type) and that should give you a considerable advantage when all Vaporeons have pure water moves.

Another vaporeon, yeap you heard me right.
I don't know what's up with the game, but I have tried to beat vaporeons with lower cp than my electric / grass type pokemons have and when the hp is about the same and grass type pokemon would do 15 dmg somehow the super effective bonus doesn't even help you in there.

And then vaporeon does "Not very effective" dmg that is like 2 times the dmg you just did...

I don't know if water type pokemons have some kind of bug, but it's pain in the ass to try to kick vaporeons with gloom / vileplume with razor leaf when the grass type pokemon is at disadvantage :/.

Water gun in particular is broken and vaporeon is pretty good. Plus super effective and not very effective do 1.2x and .8x instead of 2x and .5x.

yVaporeon has a FUCKTON of health and def.
It's a hefty tank and it's got decent damage.
Hence it can outdamage most enemies just with it's bulk alone.
