The manga is then adapted into an anime, partially to sell volumes and partially to make money on a different medium. OPMs manga is what the anime is based off of, the anime companies are waiting for it to catch up a bit and then they'll work with that once they see how well it does.

Part of it may be misleading rankings or questionable criteria of what constitutes "free speech".

the Actual Manga is being done by ONE though, and in it the Garou arc has been completed.

There's two manga, one that is basically a webcomic and one that actually has good artwork and looks like an actual manga. Correct me if I'm wrong, because I'm not 100% sure, but in Japan where the manga is released to the public in magazines like Jump, the one with good artwork is there and not the webcomic. Anime is based off manga that does well in those circumstances normally. If it is indeed the bad artwork original that is being released to the public then forget I said anything.
