The water is the only thing that has a uniform smoothness, and that would probably be smoother than a billiard ball given that all the tides and shit are caused by the moon anyway, but then you basically are saying 70% (or however much it is) is smoother and 30% is not, which may be too inconsistent to really call smooth. So I guess it depends how you want to define smooth.
