It seems to be a bug with the Flash plugin. Go to chrome://plugins, and on the top right, you'll see a "+" sign (click it), and under "Adobe Flash Player", if you see 2 or more files listed, disable all of them except one. Try playing the video again. If it's still choppy while buffering, disable the one you had enabled and enable another one - keep doing this until the playback is smooth. For me it was C:\Windows\SysWOW64\Macromed\Flash\NPSWF32117700224.dll that worked (version 11,7,700,224), whereas C:\Users\Chris\AppData\Local\Google\Chrome\User Data\PepperFlash\ 11.7.700.225 \pepflashplayer.dll (version 11.7.700.225 ) seems to be the one that was causing the issue.

I had a plastic bookmark that, for some reason while I was reading, I would blow on (down the thin part), and this would create a high pitched sound that teetered in between the audible range for humans. I discovered that my dog could hear this and absolutely hated it. She was a very docile, quiet dog but when I did that she would shake and sometimes bite me to get me to stop.

TLDR I think some dogs actually do hate high pitched noises.
