Just because something is infinite doesn't mean that it has a finite, quantifiable flow. Suppose we had an infinite waterfall (as in, it goes on forever). It fills a pool, and the pool is also drained at the same rate as it is being filled.

Block off 1/2 of the waterfall's flow, then it only fills up its pool at 1/2 the rate. But the pool is still being drained at the normal rate. The pool will eventually bottom out.

That being said, of course the waterfall illustration is an ideal, steady state steady flow model, and is not 100% representative of the Earth. To correctly model the waterfall illustration would be to include variable flow and draining rates. But the idea is that, no matter how you look at it, if you block the flow of the waterfall, the pool's average water level will decrease.

Same thing with the Earth's climate. If you block the flow of these winds, despite wind being an infinite resource, you will affect it in some way. Now, whether the effect is actually significant or not is debatable, and I think it really depends on how much we harvest that wind energy as to whether we can determine the significance of harvesting wind energy.

Also, (not to insult you here), if you think buildings "use up wind energy and so why hasn't the wind been all used up by them?", then you have a fundamental misunderstanding of how turbines work, or the energy exchange between an inlet source and a work output in such a system. Standard, rectangular buildings do not operate in this way, and do not have the same effect on the wind as what a wind turbine would.

Well managed earth could support population of more or less 20 billion.
We would have to make huge changes. Switching to renewable energy sources, more fission and eventually fusion power plants. Turning every waste treatment into methane/fertilizer production. We would need massive vertical farming, fast cheap mass transport, desalination projects, turning deserts into food production (like Quatar is doing) etc.
But it would have to be done everywhere. Not just in rich countries.
Won't happen though. It would cost too much, and we have weapons to make and wars to waste money on.
