hypodermic needles are used to inject something into a person so the needles are factory sterilized. Why would they go out of their way to not sterilize a fraction of a percent of their product because its not needed? Everyone is putting way to much thought into this.

Actually, they still sterilize it anyways, even it was sterilized at the factory. It's precautions within how they do needles everywhere. A needle can get contaminated at any point so they always sterilize it to be sure. It's also a way to make sure there are no other chemicals which could contaminate the needle, causing a different cause of death (or not even kill them) then what was legal. It's just to be extra careful within the system, and if there at any point is some way it was messed up, it can always come back to the person who injected it and the government, so why wouldn't they worry about liability? There's more than one reason as to why they sterilize it.

You're missing the point. It's to reuse the same needle. NOT buying unsterilized needles.
