You're probably thinking of the "old days" where they pre-rendered cutscenes with graphics that look way better than the gameplay does. Think of it like sticking a short movie in the middle of the game. The movie will look a whole lot better and that's okay.

Thing is, these days, we have the power to render cutscenes in real-time for many games (think of GTA - even Vice City did this). It's obvious that Watch Dogs does this as well. However, the graphics are not toned down in the cutscenes as they are in the gameplay and infact match what we were shown in the E3 reveal of the game.

Basics: PC port was toned down too much, didn't look at all like E3 for "console parity" or whateve the fuck. I have a 1300$+ gaming rig, why the fuck would i play a game with L4D2 quality rain at 30fps in a modern game? My rig puts out constant 60fps on a regular basis on every game and they locked it lower. They made it so the quality was shit, and just the overall game was not good on PC.

I have the game on PS4 and I'm super happy with my full-price purchase, but you can tell that they toned the graphics down. A lot. Thing is, it looks like they didn't bother doing it to the cutscenes for whatever reason, so it's as if you're being teased with what you could have had. Dick move, Ubi.
