yes but if you look at it closely it's pixelated like a gif, so somewhere down the line it must've been accidentally converted

Humans are all about symbolism. Criminals wear handcuffs. That man who may actually be innocent is wearing handcuffs, so he looks like a criminal. They don't want people incriminating him automatically just because he looks like one though.
