Fighting a counter insurgency with tactics meant to be used against actual armies on the battlefield not against a ragtag group of people that pop in and out of the woods, shoot a few rockets, then pop back into the population. The military was still "fighting" World War 2.

The whole "victory, peace, and freedom" are just ideas popularized by culture and whatnot. Ideals not quite applied to the everyday solider fighting on the ground during those conflicts. (Also in the 1950s with Korea. Most soldier were Veterans of the Second World War. Had did their time and were drawn back into the fight. It could also be argued that Korea was an extension of the WW2) .

Arguments of the problems of the presidency (and Truman's policy of containment) could be linked to these conflicts.

(Generals now adays have been waiting for the "Big One", a conflict remembered through the ages)

All these hotspots with an undefined enemy (one that doesn't adhere to "rules" of warfare and have a specific defined uniform) are just problem spots because Americans are not truly equipped to fight a counter-insurgency
