There are plenty of solders that have been shot by metal bullets and not felt a thing. I have never heard the same thing said of rubber bullets. I have no idea which would hurt more and neither would you unless you have been shot by both. My thinking is that a rubber bullet would cause a great deal of internal bleeding and trauma to your nerve endings (in addition to broken bones) because of lack of penetration- all of your pain receptors are still alive after impact. Meanwhile, a metal bullet would kill all of the penetrated flesh, causing significantly less pain in the short term- obviously a metal bullet will cause more lasting damage. But in situations I'm talking about, this lasting damage is not necessary.

Obviously if this is too much of a nuisance an extra rubber bullet clip would not be that much of a nuisance. rubber bullets can easily serve purposes tasers and pepper spray can not. Long range tasers are limited to one shot, and can be inhibited by certain factors. Pepper spray has a short range. Rubber bullets, however, can be shot in quick succession from a long range. And it's not like it would cost much to implement, they are already used as crowd control- certainly cheaper than tasers. Got to love when people revert to the name calling fallacy.
