I hate this Legendary enemies bullshit.

That's the stuff I don't like.

Unless it's a unique weapon that I can only find in one place and makes thematic sense and is named "The Freezer Burn," then a freezing flamer just comes off as retarded, especially when it's not even the weapon the Super Mutant was using.

The legendary weapons totally break the immersion in the game. I'm by no means arguing Fallout is realistic, but there is a certain level of suspension of disbelief. Take Superheroes. Until the Death of Superman, it was accepted that deaths of main characters were at least semi-permanent (until a reboot). Take the longtime death of Gwen Stacy, for example. She died in Spiderman and she was GONE. Like... actually dead! Such a far cry from what we have today with every super and their mum coming back from the dead.

Anyway, cue the Death of Superman. Oh my god. It's in the fucking nightly news! Superman... IS DEAD. The world mourns! And then... reign of the supermen? DC introduces... four dudes (one of whom is black, lol) claiming to be Superman, somehow alive? What the fuck? And then at the end... the real Superman comes back with a mullet and an all black costume and a revelation of a new magical power: Kryptonians go into a death-like coma to heal.... Suspension of disbelief broken. Heroes can come back. Everyone can come back. Death doesn't matter.

No one is saying super heroes were ever heroic, but there were certain things you accepted about the world. Namely, that death was a real and palpable thing.

Take that to Fallout. Crazy, weird inventions exist. Hell, strange "unique" weapons like Revolvers that confer fucking PURE LUCK exist. But when these strange weapons become mundane (i.e. you can find them ANYWHERE on random dipshits in the waste that have no business owning them) and COMMON (ramp up the difficulty and they're everywhere)... suddenly the items aren't nearly as unique or interesting. And if they have no thematic reason for being there... the world feels less like a living place than yet another game that I'm farming the Silver Elites for unique loot.

Well, Gwen Stacy isn't in any way super, but that's obviously not your point. Superman came back because of fan outcry. Millions of people sent letters begging DC to bring Superman back. As far as they were concerned, Superman had lost touch with the fanbase and was being killed off for a reason. Then, everybody wanted the Big Blue back, so they obliged.

But, anyway, I feel you're overstating the impact of legendary weapons, or at least their supposed goofiness compared to the rest of the universe. First, they're not really random dipshits in-universe. Yes, in the meta of the game you and I both know Legendaries are random spawns, but in the game's universe they are legendary, monsters or men of great prowess that have earned a Commonwealth-wide reputation for fucking shit up. They maintain the feel of a living wasteland because they can spawn as new tales spring up about new threats. You may have killed the Legendary Raider, but now there's a Legendary Super Mutant in the building down the road who has started to move in on that territory the Legendary Raider once held with an iron fist. The items remain interesting because they're random. You can potentially find that perfect trait that makes a weapon you'd otherwise not care about suddenly fit into your build like the perfect Lego piece.

I should note, I mean the leader of the Church in the Glowing Sea.

The only legendary trait I'd even consider is exploding bullets, and I'd prefer for that to be part of an ammunition-crafting minigame.

In addition, there are plenty of NAMED raider/supermutantgunner characters across the Wastes that you could give these legendary weapons... they'd actually USE the weapons... and you could take the time to make them thematic.

For example, if you really want o have freezing weapons in addition to the cryolator, have Super Mutants move into Vault 111 X days after you leave. And they could have fucked with the technology to a degree that you can confer freezing powers to any weapons at a certain console or crafting bench or whatever... Or they have special, legendary freezing weapons.

There's also an option to actually modify the appearance of the items. An irradiating walking stick is just... so retarded. BUT. If, for example, the leader of the Church of Atom held an Irradiating Walking Stick... and there was some chunk of uranium lodged in the haft like a glowing jewel... then I'd be more willing to accept it. I just want shit to be thematic and feel like it's there for a reason. DOWN WITH RADIANT QUESTS, DAMMIT. IT'S LAZY.

That armor reminds me of the knight set of Dark Souls. You know, just more rustic, and with a bear mask.
