Would it be because my CPU is overclocked? I mean it sounds weird but fallout 4 has microstutters on builds with cpus with 4 cores(or more) with hyperthreading , and if you de-activate hyperthreading it works smoother. How?

GeForce Exp says everything is up to date :/ first i really thought i was playing on my integrated gpu but then i tried changing the graphics settings , at low , medium and high i was having the same fps which is weird as hell
