Never said it wasn't a funny joke--just not accurate. And Pugna's not a counter to Puck--ganky, high-initiation, high-mobility teamfight heroes are exactly what you want against push line-ups, because push-oriented skills like nether blast / nether wards are only good when you have control over where the fights are happening. Puck can clear creep waves fairly quickly to hold back pushes, has high enough mobility to avoid fighting near the nether ward at all, and has AoE initiation abilities that shine in earlygame/midgame teamfights, which is what you are trying to force with a push strat.

Netherward is a good counter to puck's skills, if it's already up. But Puck is the one who should be choosing where the fight starts, and Pugna's going to be a primary target of his initiation (Which, what do you know, includes a silence AND a stun--his entire combo should be done by the time you can cast netherward, if you're still alive.) The idea of 'this skill is good against that hero, so this hero is a counterpick to that hero' is a very bad assumption that new players make--you need to focus on counting the heroes strengths and strategies and not just on how individual skills interact.

Now, Skywrath, Zeus, Dazzle, Necrolyte--those are the kinds of heroes that get wrecked by Pugna, because they have to outright spam their abilities throughout a fight and don't have good mobility. It's a funny joke, but would have been better with a more appropriate hero than Puck. (Puck's just hella more fun to draw, IMO.)
