they had been life until the reapers from before that reapers creation "harvested" them making them a reaper, the only time a reaper type creature was actually sentient beings are the leviathans because they are the species that created the citadel and to "maintain order" turned most of the leviathans into the first reaper that in the game is known as harbinger. the forces are they have for the most part are alive but there are so much cybernetics that they are mindless slaves such as the collectors (originally the protheans) and for the cycle in the game, marauders, husks, banshees, etc
