Well, first thing would be to cut out the white.
To do that, select the white with a 'Magic Wand' tool, and it should work. since the pixels are all jagged, it makes it easier. After you do that, make a new layer, and color behind it.
Id suggest Gimp, or Photoshop, if you are going to start artzy stuff.
