In the case of the governement, mostly because it can be a governement you didn't ask for.
I'll take my own example: first, I've never voted, so the governement doesn't represent me.
Second, when I'm going to vote, in a few months, it will be for a small party who will probably not go in the majority. In that case the governement will still doesn't represent me.
So I have no reason to refer to them as "we".

I see, okay, so we are on the same page. I again agree, but I still think "NEVER" is to much. "ALWAYS" is as well, but if you do vote/ have a true loyalty to your team/government the "we" could be a good team building thing; it would bring people together. Just MHO

It bothers me too. It's just the fact that they're not on the team and they don't work for the government.

Its about making other people notice that you are committed to your local team and government. It Doesnt matter if you dont like them or didnt choose them, if you cant support it you are just making a fool of yourself.
Its like saying: I dont love my mom because I didnt chose it.
