More so than a question, I think that people see it as a remark on the listener. Although "How dare you?" seems correct through the exact definition of 'dare', making the question "How do you find the courage to do that?", I believe others see 'dare' as short-hand for 'daring'. This would change the question to "How daring of you." which is the asker making note on the receiver's gall.

TL;DR I am extremely over-thinking this.

Rhetorical questions are intended to be answered through extrapolated information that is obvious to everyone including the one who asked, therefore no need to verbally answer. The only real purpose of asking one is to instead add an effect of intense awareness, where the listener is meant to then acknowledge that the asker honestly disagrees greatly or is baffled by the negative qualities of the target of the question.

TL;DR Harry asked Snape that question to have Snape become aware of his arrogant actions in Harry's eyes.

Haha, I've been taking pictures everyday. My wife says that she wants me to shave my top lip so kissing her isn't as bad.
