Yes his job is to teach, but the staff in a higher position that him agreed that he should do it. So I guess everyone is in the wrong.
Anyhow after your reference to it being a "Mental illness" I see no point in continuing your argument. You seem to be someone of quite a closed mind who firmly believes that a so called 'normality' must be conformed too and evidently have ran out of real arguments and have begun to rely on accusations of illness.

Also it seems like it was for only 1 lecture for the entire semester not a constant occurrence.

I agree in some cases it can be to get attention, but again with anything, that's not the only reason that exists.
Just as an example If we take the original image which is an image of Tycho Aussie here is his reasoning behind him teaching his class in suit.

"Tycho Aussie in the classroom is a unique, whimsical, quirky experience that brings those students together."

Other reason will also exist, It just depends who you are speaking to.
