it was 2001, only about 7 or 8 years after comps took to the masses, most people (exept tekkies) didnt have xp till 2004<ish, and even so that was about when i was starting high school when i was 13. my comment was running under the assumption of 90's kids (born from 1985-93

It could be that.
But i think that the artist wasn't making a historical reference, or else it would be a background that reference a specific era or time to enhace the statement.
The body lenguage of the picture is showing a pose of modern age, that is why i would go for a more recent point of view.
