The US has some nuclear deterrent technology so with the small number of nukes NK might have, we could probably mitigate all civilian casualties.

They are still testing, so I don't think they have the capabilities yet. In addition, a lot of people seem to think they over exaggerate how far along they are because they want to seem intimidating. They are also piss poor, so testing is a slow process. And there are no guarantees the missile would reach the US/ wouldn't be intercepted.

Only 40 years after their nation was created they had an army that was superior to anything else in the world, and a navy which was almost equal to the British one, which had ruled the seas since the 17th century.
