Basically, kitty refers to Kitty Genovese, a woman killed by a man while many individuals living in a building right next to the crime scene saw and/or heard the whole thing unfold. No one did anything, assuming that ''someone else would do something about it''. It later gave birth to the bystander effect, a social psychology phenomenon where the probability of someone intervening is inversely proportional to the number of persons present.

To be fair, at the time it was a lot harder to call police (you had to call your specific precinct) and 911 wasn't around either. I will say that someone should've gotten out there and helped her, but she crawled out of sight so everyone just went back to sleep since it happened in the wee hours of the morning. If I remember right, because of that event, we now have 911 to try and prevent that from happening again.
