If you are taking people in, the state should make sure they are at least somewhat integrating, by teaching them the language, basic knowledge, etc. If not, you risk them grouping up, forming ghettos and creating a potential bomb in case conflict arises (France has had previous problems with people from the suburbs because of this exact reason, and they weren't jihadists). And this isn't exclusive to this wave of migration, but rather all of them, if you want people to integrate rather than form their own micro-societies inside of yours, the state has to work towards that, and it will probably pay out in the long run.

My country, with an unemployment rate through the roof, probably doesn't need them, but they can do good in countries such as Germany, and in fact economists seem to have certified that (economists independent from the Government, btw).
