No it's not because tuition and food are fixed costs. Their costs are not set. With more money, they can focus more on abortions than other things. If they don't have abortions, they can focus all their money on actual health benefits and pregnancy services. If abortion is so important, it should have it's own company that performs such acts. That's the only way to really not allow federal money to be spent on abortions.

What? Personal complete paperwork, abortions, ultrasounds, etc. They all do the same but provide the same services. Electricity and bills pay to do regular stuff and abortions. Property taxes, PPE, random common purchases. All can be umbrella spent. You think there are no umbrella purchases that exist in a company? Also, tuition and food are about as close to "fixed costs" as you can get in terms of school. You didn't mention books and utilities in your original statement, so not exactly fair to list them now, as those obviously fluctuate.
