Plus, that doesn't even ensure it's empty - there could still be ammunition in the gun in a magazine - which wouldn't enter the barrel until you pull the bolt back and then push it most of the way forward.

You are partly right about that. Looking down the barrel is done before loading the gun, to ensure the barrel is clear from debris, (small rocks and whatnot) so you don't accidently destroy your gun or misfire. Before looking down the barrel you should ensure the gun is not loaded and theres no cartridge in the chamber by looking through the ejection port.

no, pls no. There is absolutely no reason to ever look down the barrel of a gun while the gun is functional. If you want make sure the barrel is 'clean' you properly disassemble the gun and point one end at a light source and look down the other. To make sure the chamber is clear there is always a safer way.

actually most gun safety courses teach you to check the barrel or debris or obstructions or whatever ,BUT only after safety checking the gun (cycling all the shells out and looking in the mag/receiver) this guy is looking down there to se why it didn't shoot i think and is lucky his face is still intact

Relax. You're looking down the bore to check for debris and obstructions like mud and stuff. You do that AFTER clearing the breach/chamber/loading mechanism.

This is also just for the course. IRL you would use a cleaning rod. Note: this is for civilian possession only; military application is different.
