Law abiding citizens would be allowed to keep them, because if you can follow the law, then you are sure as hell smart enough to have a gun. Those with a below average IQ wouldn't be fit to have guns. Simple as that. And since criminals have rap sheets, they wouldn't have guns either. As much as people probably wouldn't support it, I believe that this would help make America have less of the "gun-toting idiot" persona almost every other country make them out to be.
