She can. You just have to grind her like hell (huehuehue) and get "Mithril" from the sleeping dude near Junon (you need the buggy, if I remember correctly. After that you go to the weapon smith near Costa del Sol or Gold Saucer (forget which) and open the small box upstairs containing "Great Gospel". There's even an achievement on the original PC-version and the Steam-version for getting it.
