Its generally considered poor form to speak to strangers, unless you some actual business with them, like asking for directions, needing help or such.
Literally the only people who casually talk to complete strangers in public, are the homeless, drunks, narcotics or a combination of all three.
You're considered a fucking loon and very impolite if you do just casually strike up a conversation with a stranger.
People just wanna be left alone. I don't know you, you don't know me, there's no reason for us to be talking. The reasoning goes, that I'm only in public to transport myself from point A to point B, and the less I interact with people the smoother that transportation will go.
The exception to this are bars, clubs and other shit like that, where if you're not actively talking to somebody, you're considered a wierdo.
This is pretty much how it is in Denmark anyway, and I like to think its a general European thing. It seems that way

Yeah, that does tend to happen, but there's a long way between a simple greeting and a conversation. I'll greet people. I'll enjoy when people greet me. I wont strike up a conversation and I wont enjoy it if people struck up a conversation with me.
Dunno but in norway a lot of people go to stupid lengths not to speak to strangers. Myself included tho because fuck talking to random normies

Can't speak on behalf of all of them, but I work in a call center and speak primarily to brits.
They find small talk fake and gaudy. They mainly like getting relevant information and everything else can fuck off. My rule I learnt for most brits is talk to them only if absolutely necessary, otherwise don't speak.

I can get down with that ideology. Small talk conversations are almost like talking for the sake of talking.

It's that there's a time and place for it, such a clubs like golf or archery or down the pub. A long while ago we used to be called the Island of Strangers because of this, we were generally emotionally cold during work hours, things quickly change when alcohol is applied, which is how we do most of our socialising. Also, generally people from the south are less friendly and open than people from the north.
Yeah I get you, the problem is I speak with people from england one minute, then a american from the south the next and you have to change your style on a dime.
I'll go from "Here, take this info and get lost" to "Oh my gosh hows the family, it's crazy weather up here I tell ya hwhat"
In my time working in a call center I have learnt that there is nothing stronger than the will of a brit who wants to get off of the phone. I could count on my left hand the calls that didn't end with "bye-bye-bye-bye-bye, oh buhbyebyebyebyebyebye -click-" before I can say a damn word.

Most likely from a champion line. Absolute waste of money for a pet (especially for a kid), if the guy had any sense he would've bought a cheaper one or rescued. These kind of dogs are only meant for people that want to show and breed.
