Have you actually gone into the lore of Skyrim? Yeah, the Thalmor gathered military might, but they're not a military enemy. You could kill their armies, and all you would be doing is killing the people they tricked and manipulated into doing their bidding.
Those who control the Aldmeri Dominion, the Thalmor, would just manipulate someone else into doing their fighting (exactly as they are with Skyrim).

It's like the Middle East. You can kill as many enemy soldiers as you want, but there will always be those behind the scenes using rhetoric and political control to maintain their cause.

The Thalmor aren't a military threat, they're a political threat.
They're a not-so-secret society which is masterful at manipulation.

First they manipulated their way into power of the Altmer (summerset) government, then they managed to convince each segment of the empire to gradually disband and turn against the rest of the empire (which is why supporting the Stormcloaks in Skyrim is stupid, not only are they white supremacists, it's exactly what the Thalmor want).

The Thalmor were able to push the imperial army all the way back so they were fighting outside there gates. when the peace treaty was signed some deals were made that the nords did not agree with. the thalmor didnt want the nords to rebel they wanted to control the empire threw the emperor.
