Steam has DRM, which is why it's so cheap, because you don't own any of the games, just the license to play them
The Xbox won't get rid of disks, but consoles are region locked, and if you play a game it's locked to your console, so no more borrowing games from friends, and no more buying pre-owned games

I think they are doing a hybrid game playing system similar to that of the PS3 and have both download and disc based games. it makes sense if you want to expand the market to those that do not have internet.
