That's easy enough to say, but it doesn't work like that. If all the countries in Europe were economically around the same level, then sure, it'd be easier (Ignoring the backlash against loss of national identity). However, there are countries in the EU that are financially unstable at best and they would bring nothing to the union but take all the benefits.
It'd be like working your whole life and becoming quite well off, then the government says you now have to give half of everything you owe to a crack head bum who has nothing because we're "Uniting".
The only countries that would agree to a union are ones who are equal in economic power, in the EU that would be Britain, France and Germany. The rest would have to either become subservient to those countries and have less say in how the union is run or build up their economies before being allowed to join.

But U is a vowel. I thought the rule was that if the word started with a vowel, "an" is used regardless of the sound that letter makes in the word. Unless I'm wrong, which is completely possible.

It doesn't matter if the first letter is a vowel, it matters if the sound is from a vowel (which is hard to explain)
U is the only pure vowel that has this problem, since the long "u" sound phonetically begins with a y consonant (think of the word You)
For examples: "An Umbrella" is "an" because "umbrella" begins with the short u sound, phonetically a vowel sound. "A Urinal" is "a" because it begins with the long u sound, phonetically a consonant sound.
