Without any sneak perks, though, the only benefit to meelee weapons would be the 'Juggernaut' build with a lot of points in strength and endurance. Basically just being an unkillable machine that probably has a lot of drugs in his system.

If you don't have a lot of drugs in your system, you're not playing Fallout correctly.
I'm just disappointed this is more like 3 than Vegas. In Vegas, you were forced to use the drugs to avoid horrific death. A fight starts, and you dump a vial of heroin, a baggie of cocaine, some meth, bull steroids, morphine, and a bottle of vodka into a cup of coffee and slam the whole thing down in one go like a tequila shot. That's just another day in the wasteland if you're not playing on a babby difficulty.
In 4, like in 3, it's not even a handicap to go completely without them. Even on Survival, you barely need them. Shit's casual as hell. I don't even have to eat or drink to stay alive, and they have the nerve to call this "Survival." What a fucking load.

But I don't like using drugs in the game. Only thing I use would be Stimpacks and that's just because they're the only real 'health potion' thing. I don't use anything else, and I'd rather not have to. I didn't have to in New Vegas either.

Stimpacks aren't a drug because they can't addict you. I wouldn't mind if they could, though. Maybe it would make spamming them less palatable an option.
Whether you like using them or not isn't the point. I don't either. The point is that Vegas gave you tools (i.e. the drugs) to surmount problems, and assumed you would use those tools, balancing the game accordingly. Could you go without them? Yes. But it took additional effort to do so. You needed to be clever, and have really good gear. Forgoing drugs actually FELT like you were handicapping yourself.
In 4, like in 3, not taking them doesn't feel like a handicap. Not taking them feels natural, and actually bothering to use them in any capacity beyond alcohol and Bufflout for extra strength to fast travel with loot is somewhat alien.
Vegas pressured you to use them, which made not using them all the sweeter. There's no pressure at all to use them in 4. That's bad game design.

For my build, I still have a hard time on normal mode for Fallout 4, though not as much after gaining several levels. I still have to eat and pop stim packs to stay in a fight, depending on what I'm fighting. There's pressure to use stuff like buffout (is that even a drug? I dunno), vodka, and even Jet has some benefit to using it, especially if you're fighting a guy with a rocket launcher that will one shot you if it hits. Can shoot that thing down with Jet on you.
So, I dunno. There's still a handicap to not taking them, becuase you could save a lot of healing items or time by using them to beef yourself up. Not to mention most "Juggernaut" classes actually do need them. Psycho and a bunch of endurance buffs are the only way to really charge into a group of enemies without being nearly dead by the time you get there. It feels like drugs focus more on that fighting style, than the gun type.
