Well, I just read through it again. Flowey does tell them to reset, but mentions nothing about that being the only option, let alone anything about SAVE / LOAD.
Also, Flowey's not exactly known for being 100% honest about that kind of stuff.

However, it would be exceedingly cheap and boring if after shit goes wrong, they just reloaded a SAVE. If dreemurr-reborn decides they have that power, they'll probably have come up with a rule about using it only when the peace of Humans and Monsters or perhaps the whole timeline is threatened.

It's skills that make an RPG different from just an FPS with levels.
Look at Far Cry 3 for an example. You can take any different number of approaches to any number of scenarios, but you're still thrown into the role of a specific character whose life up to that point you had no control over, just like with the Sole Survivor (granted, the wife has a bit more of a possible open backstory, since her life is never delved into with any cutscenes).
You get experience points toward your next perk point based on which enemies you kill, your current level, etc., just like Fallout 4.
You're thrown into a vast, open world full of enemies both human and otherwise, with an environment capable of killing you all on its own if you aren't careful, just like Fallout 4.
Your perks affect your skills with different weapons directly, and are the only contributing factor aside from player skill and game difficulty, just like Fallout 4.
There are a decent number of weapons available for various playstyles, and the weapons are customizable to the point where you can theoretically take down any enemy with any weapon, just like Fallout 4.
