"No, because if too many people admitted afterwards, those to whom it really happens will not be believed".
I know, the english language is weird. Whom is for direct object, one of the few actual direct object cases in the english language.

Whom is the direct object version of who. When you say something happened to "who", you must say "whom", as in "to whom does this belong?".

Yeah, that's kind of silly given that all of your neighboring countries have english as a first language.
Anyhow, I feel that the best way to learn something is by messing up and getting corrected.
