Hence the gov't requirement for exercise routines in schools, to try to keep the bmi average from increasing.

Well, you certainly pulled that number right out of your arse, I'm certain, but no, I don't think that's fat at all. I don't know what kind of people you surround yourself with, but nobody I know would ever look at her and call her 'Fat'.
