I'm sorry, I'm not following your logic. The ability to fly doesn't make an animal relatively bigger. If you're talking about wingspan, ostriches have wings too.

but yet it cannot fly and all of its height comes from its legs and neck, whereas the Ho oh only has a long neck when compared to the rest of its body. One factor towards Ho oh's size is also from a large muscle mass in its pectorals due to its ability to fly. An ostrich can't fly, but it can run pretty fast(being the 2nd fastest animal alive today) and this requires a slim and light body in order to achieve the speeds it is capable of.
