The problem is two-fold.
On the one hand, his power is so ridiculously OP that if it were used effectively he'd remove all tension in the scene excepting for the most powerful of enemies.
On the other, the first thing wouldn't be a problem if he weren't in the DC Universe, which is the biggest problem with the DC Universe... basically, that it exists in the first place. As cool as the idea is it doesn't work practically. Superman makes a lot of problems redundant as does the flash and those other really OP heroes. They'd be fine in their own universes or even segregated into universes based on the effectiveness of their super-powers but in the current form of the DCU it's just ridiculous the loops they have to jump through.
E.G: Batman beating up Superman is cool and and leads to some damned good moments but at the same time Superman could clean up Gotham in about 24 hours. Heck, so could the flash. If the superheroes just split into teams and targeted these high-crime areas to put these areas in order the world would be a safer place.
It's a pet peeve of mine. The DCU is just a damned cool idea that doesn't work in a practical, narrative sense and sounds a lot like something straight out of a fan-fiction. In the Teen Titans animated series there's a point where a load of young heroes are captured and put on-ice and it looks like the team's done for... why didn't anyone call The Justice League or maybe just Superman? I mean... it can't be hard to get into contact with them through one means or the other. In a closed-off universe it wouldn't be a problem. Heck, if Teen Titans, Static Shock, and Batman shared the same universe it still wouldn't be a problem because they all work at a good level. No one dwarfs the others.

Aye, it's strangely enough not a downside for him because he's not a character. Or at least, not as you would traditionally understand one. Superman is an ideal before he is a character. He is the walking, talking stereotypical superhero and he is the one who made it a stereotype in the first place. He has a personality and though it's cliche it wasn't when he was first envisioned and any other kind of personality just feels wrong on him (mainly because he is more icon than character).
As a character on his own he's fantastic. But when faced with other characters he suddenly suffers greatly because the only way they can save face when being in the same battle or even the same room with him is if they themselves are freakishly overpowered or Supes is weakened. He would make an intetesting character if secluded to his own universe full of superman-scale heroes and threats with the occasional crossover with other universes for the heck of it but his inclusion in the DCU just harms the world from a narrative standpoint.

He really is an icon. That's probably the best way to describe him.
My love for Supes came from two things: Grant Morrison's All-Star Superman, and Mark Miller's Superman: Red Son. In both you see, at his core, what he is. A good guy. The ideal man, not just in strength, but in protecting the weak and innocent, in defending his values. In All-Star they reference Nietzsche, and with good reason.

Honestly for me it's just that time he walks around the US fixing problems. It's poorly executed but it's a nice idea and it is a great insight into his character. He's as humble as he is strong and he goes around helping people regardless of the scale of the task.
However the point stands. An icon works best when the world around him works to emphasise the iconography and the DCU just doesn't do that very well for the most part and often hurts itself in it's confusion.

DC's always been a little hectic, it's this sort of mushed together tapestry of different characters that have been acquired through the years. There wasn't some always overarching continuity the way Marvel had it. But for me, such weirdness is kind of DC's charm to me. It's crazy and goofy and overblown. While some see this as a failing, for me it's the appeal. If that makes any sense.
