While I do agree, I don't really mind that people say that math is the language of the universe as long as you keep in mind that the universe is not a sentient being, and just behaves according to its own rules, many of which can be expressed mathematically.
The thing is, that there is so many things in physics that are interconnected mathematically, that it isn't weird to say that. I love physics too.
Our current models for stuff isn't necessarily going to be exactly the same as in 100 years, or even shorter. While the physics will be different, they will most certainly be mathematical, so we come back to mathematics as the language.
Your light example is an example of this. If you are just looking at light as a wave, your model is incorrect, and will cause different results than expected.
Even though things like quantum mechanics causes statistical results, it doesn't mean that our models are just approximations to how things behave, it is just a thing that follows from the assumptions you start with. things being quantized
To note is that quantum mechanics and theory of relativity / gravity does not like each other much currently
