There is no air in space, so there isn't any friction for the shuttle. When it reenters the atmosphere there is air again and it is moving roughly 17,000 ( I think that's right, I may be off a digit) mph. When it enters the atmosphere the air creates an enormous amount of friction against the ship and it lights on fire.
